Sudan Value Added Tax: current 17% rate under the 2001 Act

Sudan's Taxation Chamber calls the tax Value Added Tax (VAT). On 28 March 2026, the authority confirmed that Article 22 of the Value Added Tax Act 2001 applies a fixed 17% rate and that a rate change requires legislation.

The tax covers sales of local and imported goods, services and works unless a specific exemption applies. The authority lists exemptions including defined livestock and unprocessed food, medicines, financial and insurance services, education and medical services. It does not publish a general reduced-rate tier.

Sudanese pound example and the wider import-tax base

At 17%, a taxable value of SDG 1,000 produces SDG 170 of VAT and a total of SDG 1,170.

For imports, the VAT base is not necessarily the invoice price alone: the Taxation Chamber states that the customs value is increased by customs taxes and other taxes and fees, excluding the VAT itself. Stamp duty can also apply separately to certain transactions and official documents.
